Since the outbreak of conflict on 15 April 2023, Sudan’s communications infrastructure has been heavily impacted. The ETC was activated on 25 May 2023* to support the urgent need for essential internet connectivity and security communications services for responders across Sudan amid ongoing nationwide communications blackouts.
The ETC in Sudan works in close collaboration with UN agencies and humanitarian partners for strategic planning and to address challenges. The Cluster also engages with national authorities and Mobile Network Operators (MNOs) to ensure connectivity for the humanitarian community. Currently the ETC provides connectivity to sites across 7 location in Sudan.
In 2025, the ETC plans to scale-up data connectivity services to additional hard-to-access areas, such as Darfurs and Kordofans, to support ongoing humanitarian operations., ETC also plans to provide services to communities via the provision of data connectivity to safe sites.
The ETC requires US$14 million to deliver services in up to 15 common operational areas, including data connectivity, helpdesk support, and security communications services.
