ETC South Sudan - FAQs

To access ETC internet services visit one of the nine ETC hubs across South Sudan.

ETC HUBS

• Each humanitarian organisation operating at these sites is allocated a certain number of Wi-Fi coupons.
• To access the network, you should contact the focal person on-site from your own organisation or WFP.
• For new organisations, please contact SouthSudan.ETC@wfp.org to request coupons for your team.
• Each humanitarian worker will be issued with one voucher which they can use to access one device.

Mingkaman

• Access is provided via an online self-registration system which you can access on-site. For any issues, contact SouthSudan.ETC@wfp.org. You MUST use your official email address. Yahoo, gmail, hotmail etc will not be accepted.

Nimule

• Services in Nimule are hosted by UNHCR. To access the network, request the Wi-Fi password from the UNHCR focal point on site.

PARTNER SITES

• Visit the ICT staff on the ground for assistance on accessing internet services.

Anyone from a humanitarian organisation responding to the emergency in South Sudan can access ETC services including UN, NGO and Stand-by Partner groups.

NB: In emergencies, ETC services are provided at no cost to humanitarian workers. If you are not a humanitarian worker, unfortunately the ETC cannot provide you with access to its networks.

ETC services are provided in common operational areas i.e. areas approved by the Humanitarian Country Team in which the majority of United Nations (UN) agencies and Non-Governmental Organizations (NGOs) are based. 

The ETC is currently providing shared security communications and/or internet connectivity services in 19 locations across South Sudan. See ETC services in South Sudan for information on what services are available at each location.

Procurement of telecommunications equipment can be challenging in South Sudan as import procedures and the changing security situation frequently cause significant delays.

The radios the ETC recommends to purchase are:

ANALOGUE:

• Handheld radios: Motorola GP-380 or GP-388 (apart from the size [GP-388 are smaller] the only difference is the battery capacity [GP-380 has higher])
• Mobile/base/ vehicles radios: Motorola GM-360

DIGITAL:

• Handheld radios: Motorola DP4801
• Mobile/base/ vehicles radios: DM4601

While not a standard ETC service the World Food Programme (WFP), as local and global cluster lead, is assisting humanitarian organizations in programming Motorola and Codan radios to avoid conflict in call signs.

All requests for radio programming should be sent to SouthSudan.ETC@wfp.org along with:

1. Official request letter signed and stamped by the requesting organization
2. Completed Programming Request Form with details of radios to be programmed

The ETC will then create the call sign and then request you to bring in your radios for programming.

Any NGO which is not registered in the ETC database will need to also provide their NGO certificate to enable allocation of an NGO ID.

The ETC provides common services, including setting up telecommunications backbones in common operational locations e.g. radio network and Communications Centres (COMCEN). The ETC does not provide end-user devices to humanitarian workers or organisations using its services. It is expected that organisations will provide their own equipment to be able to access ETC services.
